The gram-per-kilogram guidance used for a two to three hour pre-session meal reflects the fact that larger athletes generally have proportionally larger glycogen storage capacity and higher absolute fuel needs, so scaling the recommendation to body weight produces a more individually appropriate target. In the 45 to 60 minute window, the goal shifts from maximising glycogen storage, which takes longer than that window allows, to simply raising blood glucose enough to support the coming effort without overloading digestion. That narrower goal is reasonably well served by a flat gram range across most athletes, rather than a per-kilogram calculation that adds complexity without meaningfully changing the practical outcome in such a short window.

Does the type of carbohydrate matter as much as the amount?

Somewhat, particularly the closer you are to your session.
